The work scope of MRT land acquisition includes the enforced acquisition of private land, appropriation of public land, demolition and relocation of buildings, the procurement of rights to pass underneath existing buildings, etc. Land acquisition involves navigating through numerous laws, and dealing with the general public’s usually strongly-held belief that owning a dwelling or land is equal to possessing wealth, making them very reluctant to move from their life-long homes. These deeply held traditional concepts make the operation of land acquisition for Taipei MRT construction one of the biggest challenges that DORTS staff members have to face. DORTS staffers responsible for land acquisition ordinarily worked under pressure from outside circles such as public protests and contractors’ claims for compensation, as well as schedule control and budget implementation performance from DORTS itself. Since the very beginning, they have endeavored to overcome a wide variety of difficulties and finally fulfill the task of acquiring land for MRT construction use on schedule. In this article, the author introduces several representative examples and some that came to public notice from among the thousands of cases the division has handled over the past 20 years, with the hope of conserving memories for the dedicated MRT team members at the early stage of Taipei MRT construction.
