For a long time, there exists the price gap between library and book vendors. Books vendors purchase the benefit, but libraries always have to buy books with the limited budget and want to buy with the minimum price. These years, in order to avoid benefiting the vendors, the domestic governments have to bid to choose the vendors if the acquisition case exceed the fixed amount of the money. But bids always choose the vendor according to the lowest price. According to the practical experience of the author’s acquisition, she finds that the partner relationship management fits to resolve this difficult issue. Thus, this article explores the literatures of partner relationship management and its use in libraries, and makes a conclusion and proposes suggestions for libraries acquisition staff. The conclusion of this research propose that overall service quality is the criterion to choose the book vendor. And during the cooperation, the book vendor shall be viewed as one component of the library service quality. And library and book vendor both continue to improve and communicate and negotiate and keep promise so as to raise the benefit of acquisition.
