當前中國大陸正在創建「和諧社會」，而這一社會的形成又與和諧教育關 係密切。近年來，伴隨著學前教育的普及化、社會化、市場化，幼稚園的收費 不僅不斷高漲，甚至有愈演愈烈的趨勢。由於學前幼稚教育涉及千家萬戶，收 費高漲的現狀已危及「和諧社會」構建的基礎。那麼究竟如何明確與規範學前 教育的收費標準，又怎樣完善與健全學前教育的收費機制，妥善解決上述問題， 已經成為人們關注的焦點。本文以上海市為例，以實證調查深層剖析原因，並 提出若干建議與對策。

China's dream of a "harmonious society" requires a "harmonious education." In the recent years, preschool education is made more popular and becomes a hot market. Hence, charge for preschool unceasingly surges and with fierce tendency. The fact that preschool education has strong effect on the living standard of almost all families of middle and low classes, it is clear that the high tuition policy is endangering the prospect of "harmonious society." For this reason, the question of how to regulate preschool education fee, and how to improve the charge mechanism is becoming a focus of educators. Based on the investigation of Shanghai's preschool tuition system, this paper makes the problem more visible. It also suggests some solution to such problems.
