「社會安全」之哲學思考不同於「國土安全」，亦進而反映出歐洲與美國對安全諸多議題之不同設計。又雖在「預防安全」之普遍要求與美英國家警務改革下，雖不能武斷論證已有警務之典範轉移或完成，然已朝向多部門之安全工作整合與情資必要分享之方向發展。且從不同以往之安全環境變化思考，現有之威脅本質已不容許以往之被動性回應，警察必須回應安全需求下之經常性的監視社群要求，以決定是否有急迫性危險或潛在之威脅，而能採取更主動的角色。

The philosophy thinking of "societal security" differs from "homeland security", and reflects Europe and the United States' different security issues design. Under the context of “preventive security”, the policing reform of U.S. and England toward to the development of information sharing and the integration of inter-agencies. In terms of security environment change, we need to respond threats actively and have to operate intelligence-led policing model.
