Initialing an online and good-performance internet service portal is crucial for all police departments to achieve "Serving the people", and is also very helpful during practicing "Customer first" in service process. Through the literature review about many countries’ police department internet services, the paper points out that most of them still need many improvements. With Japan's low crime rate and low criminal cases, Tokyo’ police internet service is a good case study to be compared with Taiwan. Using content analysis as research method, this paper compares two police departments’ websites services and characteristics. The paper finds out that Tokyo website doesn’t provide the online crime reporting system like Taipei, but more in-depth research about Tokyo security awareness, advocacy for caring children and the network map of crime distribution is fully worthy of learning. However, the internet Web2.0’ innovative services are needed for both countries.
