For years, people of islands such as Penghu have fought to legalize gambling, arguing that it would bring much-needed jobs and help the islands' economies. Some people, however, think outlying islands would suffer deterioration in public safety, ecological damage and other social costs once legalized. No matter how the odds really are for developing gambling tourism in outlying islands, tourists would not come to visit one place just for gambling but for outdoor recreation, cultural landscapes and shopping. This article, therefore, is trying to explode how to establish images and styles from conception of tourism image. Some suggestions are also provided for correlative institutions to plan gambling tourism in the future as well.
