Abstract The numbers of RTAs in force in East Asia have increased from 5 to 45 in ten years. The integration of East Asia is developing rapidly, however, Taiwan is completely excluded. Facing the challenge of ASEAN+5, President Ma proposed ECFA to China and has conducted three communications. ECFA is the one of most focused policies of 2010. Early Harvest Plan is the most important one among ECFA’s preamble and five chapters. So far it has listed around 687 items, including 439 impacted items, 229 domestic demand opportunity items, and 19 potential items. We suggest that impacted items should be prioritized when there are items to be deleted during negotiation. If there are more need to be omitted among the 439 items, we should put priority to those 318 items which China has given low tariff to ASEN and Korea. The Early Harvest Plan proposed from China includes those products imported to Taiwan more, tariff is higher than 3%, and benefits China more, so there might be 442 items included in the Early Harvest Plan, which mostly includes the 377 items Taiwan restricted to export to China. After finishing ECFA, the aggregation actions include helping the shocked industries to adapt, communicating for the trade and investment liberalization, researching how to open the service industries, signing FTA with Taiwan's main trade partners, and so on. Furthermore, we hope that government will combine the cross-strait economics cooperation policy with Taiwan industry policy, and develop Taiwan brand in China.
