摘 要 2007年4月3日日本與農產品出口大國的泰國完成簽署經濟合作夥 伴關係協定(JTEPA)，在JTEPA農產品降稅類型中，日本農產品共計1,157 項目，其中自協定生效後立即免稅農產品共計有303 項，占農產品總開 放項目的26.19%，而泰國農產品則有738 項目，其中自貿易協定生效後 立即免稅，共計有208 項，占農產品總開放項目的28.18%。本文採用美 國普渡大學全球貿易分析中心所研發的全球貿易分析模型(Global Trade Analysis Project，簡稱GTAP)，進行評估日本與泰國洽簽經濟合作夥伴 關係協定(Japan-Thailand Economic Partnership Agreement，簡稱JTEPA) 對台灣農業可能帶來的經濟影響。 模擬結果顯示，洽簽JTEPA 協定後台灣總體實質GDP 預計減少 0.002%，對日本與泰國總體實質GDP 皆有正面的影響，分別為0.006% 與0.177%，開放程度越大對日本與泰國之正面效果越好，而對台灣及其 他國家則有負面的影響，與其他文獻相較，日泰模擬結果介於相關文獻 研究結果之間，模擬結果相當合理。

Abstract Japan and Thailand have signed the Japan-Thailand Economic Partnership Agreement (JTEPA) on April 3, 2007. On the tariff reduction list of agricultural goods, Japan has 1,157 items and Thailand has 738 items. Since both Thailand and Taiwan export agricultural products to Japan and they compete with each other. Through the international trade and sectoral interrelationship, JTEPA may have impacts on Taiwan’s economy, esp. agriculture. In this study, we use the world- famous GTAP (Global Trade Analysis Project) model and its database to investigate the potential economic impacts on Taiwan’s agriculture of JTEPA. Simulation results show that Taiwan’s GDP will decrease by 0.002%. Taiwan’s agricultural exports to Japan will decrease by 5 millions.
