本文從倫理觀點探索全球教育領導人的關鍵能力，且透過回應全教育經營之關鍵性的倫理實踐挑戰，以及藉由提升全球倫理實踐承諾及建立倫理實踐組織制度，促進全球教育經營廣度的討論，來進行建構。全球教育領導人的關鍵能力指能帶領跨文化教育人員進行有效的溝通與整合，並能進入全球化的願景，以促進全球教育的經營。中小學校長、行政人員、教師、大學系所主管或教授等皆為全球教育推動者，均可作為全球教育領導人。本文發現全球教育領導人關鍵能力的線索，存在於能面對全球倫理實踐的挑戰，而且除必須能催化跨文化溝通，提升全球教育人員的倫理實踐外，也必須建立強化跨文化教育人員整合的組織制度，以廣被全球倫理的實踐。是以，全球教育領導人的關鍵能力應能履行跨文化溝通與整合的倫理價值，隨之，全球領導人本身並喚起被領導人，應具備敏銳、辯證、分享、協助、融攝、分配、學習、創新、想像、外語、診斷、自省、美學、論述及研究的關鍵能力。
