台灣農業具有小農、集約式農業之特性，傳統農業栽培技術基礎在全球的農產業中表現非常優異，在面對台灣加入WTO、與全球化市場接軌後，如何透過科技技術的結合、資金融通的多元化（包括創投等）以及先進融資輔導措施等來扶植農企業的發展及永續經營，是當前重要的農業政策議題。本研究透過模糊德菲法問卷調查，瞭解農企業資金融通相關議題，並提出應設置農企業輔導體系之建議，並引導民間資金願意投資農企業，輔助其上櫃市，進而透過補助（輔導）金融機構擔任造市者的角色，增加證券流動性，以提高資金投入的基本誘因。

The characteristics of agriculture in Taiwan is that it has small scale farms and intensive agriculture. The traditional cultivation technologies are well renowned in the world. After Taiwan has joined WTO and be part of the global trading, the most important issue of agricultural policy is how to combine scientific technologies, diversification of investment channels (including the creation of new investment etc.) and advanced financing assistance to help the development and sustainable business of agricultural enterprises. This study used questionnaire method of Fuzzy Delphi Method to understand the related issues of agricultural financing; to give suggestions for establishing agricultural enterprise; to promote the public to invest in agricultural enterprises; and to help it to initial public offering (IPO). In addition with financial assistance (advices), the financial institutes can play the role as market creator，increase the liquidity of securities, which can then strengthen the fundamental factors for increasing amount of investment.
