在國家創新系統的觀念中,來自公私立部門的創新系統成員及成員間的互動影響國家的創新成果。專利資料揭露系統成員們的創新活動,故本研究的目的為基於我國在美歐兩地2004至2009年核准公告的專利,採用多重專利指標檢視我國系統成員的創新活動與成果。除了觀察國家整體的表現,更檢視研究機構、學術界與產業三大類成員及其互動。研究結果顯示我國在歐洲市場的專利佈局遠低於美國,在美國的核准專利由少數技術領域與少數產業所擁有,歐洲的核准專利所屬的技術領域別與產業別分佈較為廣泛。根據平均向前引用數、平均向後引用數及平均科學聯結數三項專利指標,顯示系統成員們會因研發合作的互動而產生高價值與影響力的專利。雖然研發合作能產生正面效益,但我國系統成員透過正式的研發合作關係而提出專利申請的比例很低,未來需要再鼓勵我國系統成員與國內外的互動與交流。
The framework of national innovation system suggests that the system actors from public and private sectors and the interactive networks among the actors explain performance of innovation systems. Patent databases contain abundant information on innovators and technologies, so this study examines the innovation outcomes of system actors for Taiwan by applying multiple patent indicators on Taiwan's patents granted by the U.S. and the Europe from 2004 to 2009. In addition to analyzing the overall outcomes for Taiwan, this study also examines the performances of the institution, university and industry sectors and studies the interactions between and among various sectors. The results show that the patent counts granted by the Europe were much lower than those granted by the US. The majority of the patents granted by the U.S. belonged to only a few technological fields and industries; while the patents granted by the Europe were distributed in different technological fields and industries. The means of forward citations, backward citations and science linkages indicate that system actors can create high value and important patents because of the interactions between or among actors. However, the percentage of co-assignees is low, revealing that the R&D collaborations and interactions between or among system actors need to be encouraged in the future.
