國家科技競爭力的績效評估，過去多採用評比評量，未能就不同國家提出應如何提高績效之改善建議。本研究以WEF與IMD資料為主，篩選出與科技發展相關的指標，運用資料包絡分析法，探討各國家投入及產出的效率外，並將各指標的效率值與排名評比互相的對照，繪製成散佈圖，以進行綜合評比各國競爭力執行績效。根據散佈圖的位置，各國政府可根據效率或效益不足之處予以補強。本研究也對台灣科技競爭力的表現進行說明，並建議未來可能的發展方向。

The previous methods for the assessment of national competitiveness emphasize performance rankings, which result in the lack of information regarding how different countries can enhance their capabilities and performances. To address this gap, we draw on science and technology indicators from WEF and IMD to examine country multi-input/output performance levels, using the DEA approach for analysis. We also combine the input/output ratios with performance rankings into scatter plot for comparison of country performances. Our analysis provides information and guidelines for policy makers aimed at mobilizing resources to improve performance, according to their revealed technological positions. Implications for Taiwan are particularly discussed.
