圍繞建設一個更安全的中國大陸醫療服務體系，從背景、總體目標與措施、具體實施三個方面展開論述是必要的。應按良法善治的思路，借鑑國際經驗，把臨床風險管理原理、方法、標準和工具與網路技術結合起來，透過管理、法律、政策和教育等綜合措施，逐步構建一個在醫院、地方和全國有效運作的《病人安全事件報告——分析——回饋系統》——框架、機制和網路平臺，制定病人安全法律、法規，依法開展病人安全活動，培育病人安全文化，普及中國大陸本土化的病人安全風險管理技術，報告、分析、評估和監測影響病人安全的風險因素，形成對病人安全風險因素的快速反應和交流機制，預防病人安全事件。
