2012年10月25日第16顆「北斗」導航衛星成功送入預定轉移軌道後，中共已建成「北斗」衛星導航區域系統，按照進度中共將在10年內成為第3個擁有全球衛星導航系統的國家。如同美國的「全球定位系統」(GPS)系統，「北斗」衛星導航系統在發展具有全球導航能力後，將同樣採取軍民兩用模式，並以軍事用途優先。中共「北斗」衛星導航系統的自主發展，清楚地向世界傳達欲擺脫美國在衛星導航獨霸的地位。在美國實行「亞太再平衡」政策的動作頻繁與東、南海領土主權爭議白熱化的環境下，「北斗」系統在軍事方面廣泛的運用，將帶給中共更深層的軍事戰略意涵。故國軍應該思考面對「北斗」衛星發展的因應作為，運用電子干擾手段以遮蔽「北斗」系統的「眼與耳」與強化現有的飛彈防禦系統。當持續關注共軍現代化武器裝備發展的同時，更應針對威脅審慎評估以符合未來建軍備戰所需。
After the 16th Beidou Navigation Satellite was successfully launched into orbit on Oct 25, 2012, PRC has completed its regional Beidou Navigation System. According to schedule, PRC will be the third country which owns global navigation system in ten years. Same as the US Global Positioning System (GPS), Beidou Navigation System will carry out dual-mode of military and civilian utilization and prioritize on military users while its global effort is reached. PRC is developing Beidou Navigation System independently and broadcasting messages clearly on getting rid of US GPS. Under the environments of U.S. aggressively implementing“Balancing＂policy and escalating territorial conflicts in East and South China Sea, Beidou's wide applications in military will bring deeper strategic implications for PLA. Therefore, we should consider counter-measures by using electronic interference for blindingBeidou's eye and ear and strengthening missile defense system. The ROC must assess its fature defense needs based on threats when it keeps eyes on PLA's development. This is the only way to win the battle.
