本文以緬甸納吉斯風災與內戰難民問題為例，闡述軍政府在其中造成的負面 影響與無能為力之處；再由「非政府組織」的角度切入，探討「在地」與「國際」 非政府組織在緬甸難民援助行動中的各別作為與獨特貢獻，帶出在地與國際非政 府組織的關係應是「趨於對等之相互需要」的觀點；若二者能在「跨國倡議網絡」 的概念下共同合作，將能為解決緬甸難民援助問題帶來更大效益。
In the first place, this paper elaborates the negative effect and incapability of military government on refugee aid in Cyclone Nargis and Myanmar’s civil war. Secondly, I investigate local and international NGO’s contributions to Myanmar’s refugee aid through NGO’s approach, defining their relationship is mutual need and status approaching to equality. The collaboration between local and international NGOs through transnational advocacy network can bring greater impacts to Myanmar’s refugee aid.
