This paper provided an overview on the ethics formation and law making processes for protecting subjects in human tests in Japan and in Taiwan. The history of this progress subject to restrictions by business and by academicpublications was described. Cases occurred in Taiwan were also reported and discussed. Taiwan can take into accountthe previous experience in further development in medical ethics.
