The theme of the article is to discuss the current Macau secrecy system’s problems of over-general information and the absence of specific legislation which hinders legal and secrecy work. Drawing from the experiences of secrecy systems of other countries and regions, it highlights the necessity and urgency of setting a specific legislation of Macau secrecy system. The author deliberates the idea of criminal legislation of the Macau secrecy system based on the actual conditions of Macau, including the definition and scope of secrecy, classification of secret level, period of secrecy, modification and decryption of secrecy, as well as the criminal liabilities in different occasions.
