在過去的十多年間，澳門的人力資源獲得了較快的發展。但與香港和新加坡相比，尚 存在四個主要問題：一是質量水平相對較低；二是結構完整性較差；三是高級人才資源對外部依 賴性高，變化波動性大；四是高級人才資源培養能力較弱。這些問題已經成為澳門社會經濟發展 的制約因素，政府應制定相應的發展戰略，大力培養、開發和利用人力資源，支持本地多元化及 可持續的經濟。

During the past decade, the human resources in Macau have achieved rapid development, but compared with Hong Kong and Singapore, four major problems still exist as follows: first, relatively low quality; second, relatively poor structural completeness; third, high dependence on high-ranking human resources from outside; fourth, weak cultivation of high-grade human resources. These problems have become the restraining factor of Macau’s economic development. The government should formulate corresponding development strategies, vigorously cultivate, develop and take advantage of human resources, and assist local diversification and sustainable economy.
