During the past decade, the human resources in Macau have achieved rapid development, but compared with Hong Kong and Singapore, four major problems still exist as follows: first, relatively low quality; second, relatively poor structural completeness; third, high dependence on high-ranking human resources from outside; fourth, weak cultivation of high-grade human resources. These problems have become the restraining factor of Macau’s economic development. The government should formulate corresponding development strategies, vigorously cultivate, develop and take advantage of human resources, and assist local diversification and sustainable economy.
