在過去的二三十年內，政府績效評估在世界範圍內興起，起到推動政府提升效能的作 用。然而，在“結果導向”的邏輯下，僅僅以“直接結果”為評估對象的做法實際上衹抓住績效 生成的一個環節。政府績效的生成由民眾的績效訴求、投入、生產、結果、效果五個環節構成， 且整個生產過程必須鑲嵌在特定的管理情境之中。未來澳門的政府績效評估，必須完整地反應績 效生成過程中每個階段所生成的績效，並要塑造出符合科學管理意義上的管理情境，同時開發出 符合澳門情況的績效評估模式。

During the past two and three decades, government’s performance assessment has been rising across the world, which plays a role in promoting government’s efficiency. However, directed by the result-guided logic, the practice of only regarding direct results as the evaluation objects only grasps one link of the performance assessment generation process. The generation of government’s performance assessment consists of the five links of appeal of assessment, input, output, production, results and effects. Furthermore, the whole production process must be embedded in certain management situations. The practical assessment in Macau must reflect the whole effects produced in every stage in the process and also shape the management situation corresponding to the scientific sense and at the same time develop the assessment model suited to Macau’s conditions.
