Transportation is critical to the success of a large-scale exposition. Encouraging and promoting visitors to take public transportation to the expo. is perhaps the most important strategy. In addition to existing public transportation, shuttle bus service is often provided. How to provide a convenient, efficient and cost-effective shuttle bus service for a exposition with millions of visitors is a challenge due to unpredictable demand, constrained road capacity and limited experience. The Taipei International Flora Exposition was held in Taipei City from November, 2010 to April, 2011.The exposition was located at the downtown area and lasted for 171 days, attracting almost 9 million visitors. It was a great challenge for Taipei city government. However, shuttle bus service was very successful and thus helped greatly relieved the traffic loads. This paper described the planning and management of the shuttle bus and would be used by cities planning to held a large-scale exposition.
