群眾體育的治理應走出將傳統機械模組化的管理模式，引入整體、有機、系統的生態化治理理念。通過對相關文獻資料的厘清剖析，研究認為當下群眾體育治理模式存在三大時代詬病：體育意識形態的過度「引領」、體育行為方式的強化「規範」、體育參與資質的層層「審核」，極大阻礙了群眾體育的發展。基於管理生態學理念，研究建議：群眾體育的治理主體應當回歸群眾，參與體育；群眾體育的參與方式應當以人為本，進退自由；群眾體育的基層組織應當專案自治，實現可持續發展。

The mass sports management should get out of the traditional mechanical modular management pattern, introducing the overall governance concept, organic and systematic ecology. Through the study to clarify the analysis of relevant literature, thinks that there are three times the mass sports management mode: sports ideology of ＂leading＂ strengthening ＂specification＂, sports behavior, sports participation qualifications of layers of ＂review＂, greatly hindered the development of mass sports. Based on the research of management ecology concept, it is recommended that: mass sports of the governance body should return to the masses to participate in sports; Mass sports participation way should be people-oriented and freedom; Mass sports activities projects should be disciplined, sustainable development, realize the mass sports of democracy, freedom and sustainable development.
