Library cooperation has been a topic of professional concern for a long time. The exponential growth of literature, the expansion of intellectual demands of library users and the rising cost of library operation are the forces primarily responsible for the development of cooperative activities. This paper is intended to explore the factors which have encouraged the development of American library cooperation and networks at the local level, the intrastate level, the interstate as well as multistate level and the emerging national network; and to present a model that could lead to the development of library cooperation in the Republic of China.
