This paper is a case study of one-way-system planning in Taipei. For the purpose of reconciling the planned one-way-system with the characteristics of local road network and traffic, the study area is divided, according to the scopes of current one-way-systems, into four subareas. From each subarea’s characteristics, all the feasible one-way-system plans are listed and a simplified traffic assignment method is developed to evaluate the impact of every planned system on traffic load. Then this paper picks the plans with the higher positive effect on road traffic in each subarea to make up three integrated plans. Using four indices: the influence on the traffic load of the whole study area, the influence on the driver’s performance, the impedance to realize it, and the influence on the business of roadside shops, it evaluates their priorities and selects the first as the suggested plan.
