The concepts and methods of Project management was originated in the fields of military, industry business, and government; but it can also be applied in managing innovative educational research activities. This paper described the theory and practice of planning and controlling of guidance work in Junior High Schools in Taiwan. Main topics include the followings: 1) management of guidance work in Junior High Schools; 2) the development of project management ideas; 3) theories of project management; 4) studies of project management in education; 5) related research findings; 6) problems of guidance management; 7) present use of planning and controlling techniques by head counselors; 8) characteristics of environmental factors in Junior High Schools guidance work; 9) factors affecting the use of planning and controlling techniques; and 10) conclusion.
