本文中，假設解決問題的過程是一種認知狀況演進的過程，因此，本文基本上，係以認知的階段性來討論及展示問題思維過程之特性。本文先從決策者面臨問題的認知起始狀態著手，根據不同認知的明確層次，將決策者面臨的問題以連續譜的概念分類。前述這些認知層次係經由決策者認知特性為基礎加以敘述；因此一個問題的認知層次一旦確認，則一個問題奇構即可套用，對於複雜的決策問題，決策者可經由該問題架構中認知特性的檢定，了解及掌握問題架構中各層次間應從事之思維活動；此不同的思維活動，在觀念上，可藉由不同技術或專家之輔助，使決策者能減少解決問題所需的探索時間。另外，過去有關的解題概念在本文中亦加以歸納，以與本文之問題架構加以比較，以指出它們之間異同之處。

In this paper, the process of problem-solving is an evolution of the cognitive status is proposed and the characters of the problem-solving process will be exhibited and discussed according to the hierarchy of cognition. In accordance with the concept, problems will be classified. According to one’s hierarchy of cognition in the degree of concrete when one faces problems initially. The hierarchy of cognition is defined by one’s cognitive characters which will be discussed in the paper. With the framework established, one can properly proceed the thinking activities between the hierarchies by recognizing the cognitive characters of the corresponding hierarchies. Additionally, the concept of problem-solving suggested by others scholars will be presented, discussed and compared to the framework suggested in the article.
