本文的目的，乃在統合及釐清有關保險的概念，兼且試從經濟學的角度，引進並闡釋健康保險與風險分擔的關係，進而就健康保險需求、醫療服務與誘發性需求等關連，說明道德危險存在下醫療資源的可能浪費。除了參照文獻中所說理想的全民健康保險的必須要件外，作者並試擬一個理想的全民健康保險架構。同時，為了讓大家更清楚了解部份負擔的意義，作者亦嘗試提供一個實例做為參考。作者願意強調的，乃是“天下沒有白吃的午餐”以“受益者付費”等二句經濟學名言。
