企劃作業對於企業經營的重要性日增,本研究以銀行業為對象,旨在了解銀行企劃作業現況,影嚮銀行企劃作業的因素,及企劃作業與經營績效之關係。 本研究發現,在回卷之三十八家本國及外商銀行中,已有廿四家設有專責之企劃單位,其中本國銀行之比例較外商銀行為高;在三十八家樣本中,有固定企劃作業程序者,佔絕大多數,達到三十三家,即使未設專責企劃單位,仍有固定之企劃作業,惟其中有一半只是依慣例處理,並未正式書面化。 實際企劃作業以年度計畫及中期計畫為主,甚少進行長期計畫;企劃作業的主要內容,目前以經營分析、績效評估、經營目標設定、新種業務開發、部門問業務之協調、業務管制考核、工作簡化等為主,這些內容大致上與理想之企劃作業相去不遠,惟偶亦擔負一些不屬其他部門之臨時交辦事項。 在策略規劃時應考慮之重要因素,依次為金融、經濟景氣及行銷等因素,另外,本國銀行較重視財政因素,外商銀行則較重視政治因素。 一般而言,總經理及業務(非企劃)部門人員對企劃作業之成效尚感滿意;如以股本純利率為客觀指標,本研究發現有企劃部門者及有正式固定作業程序者,其績效均顯著較高。 從以上研究發現,本研究提出一個理想的企劃作業建議,其中包括組織、程序、職掌、企劃應用技術等。
