Library standards, being instrumental to library planning,management, services, and evaluation are usually formulatedby government agencies or professional associations. TheLibrary Association of China proclaimed the first pertinentstandards in 1979. In the last ten years, the Republic of Chinahas made great strides in her economy, society, and education.There are now forty two universities/independent colleges andseventy eight vocational colleges, new demands are thus madeto libraries as a result. Realizing the new trends elicited by economical, socialand educational developments, and understanding the impor-tant roles played by libraries, the Ministry of Education (MOE)has established the Commission on the Development of Li-brarianship which has appointed a group of experts in the library/information science field to conduct various studiesexploring means for the developments oflibrarianship. A group of experts was asked by the Commission to study university andcollege library standards. After surveys, analyses of literatureand library standards of many foreign countries, meetingswith librarians and experts in the field, up-dated Standards forUniversity and College Libraries and Standards for VocationalCollege Libraries have been drafted and preliminarily approvedby the Commission. Each standard sets forth minimum requirements for eachof the following categories: (1) General Principles, (2) Organization and Staff, (3) Budgets, (4) Library Materials, (5) LibraryBuilding and Equipments, (6) Readers Service, (7) RelatedMatters. Formulas on library personnel and collection areprovided for easy calculation. General Principles in ChapterI identify the missions and functions of library in it's parentorganization. Chapter II identifies the position of library, itsorganization, personnel qualifications and staff calculationformula. Chapter III identifies the responsibilities of budgetting, the sources and allocation of budgets. Chapter IV describesthe scope of library materials, methods for collection development, minimum collection size and acquisition formula. ChapterV suggests spaces and pertinent conditions for library buildings,Chapter VI provides minimum specification for services to thereaders. Chapter VII describes to which types of libraries arethe standards applicable and the effective dates.
