專案型態是組織中常用的一種結構，本文擬先由工作(task)、結構、技術、人員及管理程序等組織要件著手，以專案管理的角度植入各要件之內涵，分別是專案工作之策略及性質，生命週期管理及以時間/成本/績效三目標之管理程序，專案矩陣，專案規劃排程/控制技術及PMIS、專案溝構/領導型態和報酬系統等，建構出專案管理制度設計的概念架構，並以此協助構思如何改善臺電電研究之研究發展專案管理制度。

Project is the most common structure in modern organizations. This paper proposes a conceptual framework of organization design for project. The primary components of the framework are stragegy and task of project, project life cycle management cost/time/performance management, project matrix, project planning/scheduling and controlling techniques and Project Management Information System (PMIS), project communication/leadership style and reward system. With the help of this framework, we discuss the possible improvements of the R&D project management system of Tai-Power Company.
