We randomly sampled 3831 OPD medical records submitted by hospital to the Bureau of Labor Insurance for reimbursement in March 1991 for this study Regression analysisis applied to eliminate the effect of the level of care. Results indicate htose providers charged lower average costs per OPD took care of more patients in order to maintain their income levels.
