This study investigates the development strategies of construction industry and also analyzes the priorities of these strategies. Based on the investigation results, the development strategies are separated into two types: the policy-control with evaluation criteria and the market-freedom without evaluation criteria; the ways of strategy proceeding are separated into publicly-owned companies being private, bigger privately-owned companies being enlarged, medium and small privately-owned companies being joined, new large companies being established. In general it has a positive opinion on the market freedom type of development strategy but no common point on the proceeding ways. The large-scale construction companies prefer the way of bigger privately-owned companies being enlarged. On the other hand, the medium or small construction companies prefer the way of medium and small companies being joined. However, most of construction companies may not accept the way of new large companies being established.
