　　　　　人類社會即將邁入二十一世紀之際，而二十一世紀將是一個高科技的時代，是一個全球社會，亦是後工業社會。後現代社會，也是資訊社會。後現代社會的景象，除了政冶民主化，經濟自由化．社會開放化和價值多化元外，變動與不確定是其最大特徵。 二十一世紀的教育目標是以培養未來的世界公民為著眼，以適應未來資訊社會的挑戰。梅可望博士在其警察學原理中強調「警察的教育水準不可在他極人員之下」，二十一世紀的現代警察形象應具備的能力與條件，應是未來警察人力資源管理與教育發展所應思考的重點。 二十一世紀的警察人力資源管理與教育發展，應強調自我轉化與調整，并採用策略性管理的思考模式，建立規劃未來發展的理念、目標與行動策略；亦即如本文所擬建議之理解環境變化，採行資訊、智慧及理念的行動理念；運用「批判性繼承」，「創造性轉化」及「構通性綜合」，以追求效率、卓越與公正的理想目標。塑造未來二十-世紀現代的警察組織，以服務社會與人類。
