In this paper, we have defined two essential characteristics named as “Maneuverability” and “Changeability” in regard to the managerial activities implication. Thru these two characteristics, the basic framework of the general management concept is built. The four components in the framework, applying in practice, are entitled as: “Resource subsystem”, “Production subsystem”, “Nourishment environment” and “Confinement environment”. We also conclude two basic patterns of managerial activities by analyzing the relationship of the four components in the management process, and finally, the implications of this management model are discussed.
