本文除了提供一個不但能反應班機延誤的隨機性,也能充分反應班機需要地面作業時間特性的班機延誤分析基本架構外,並就中正機場1992年7月至1993年7月班機實際到離時刻進行分析,結果證實班機到達延誤確屬隨機性,不過班機若到達時即已延誤,其不足之作業時間亦將不可避免的成為起飛延誤的一部份,兩者間存有高度的相關(R²=0.84)。同時,分析結果也顯示延誤一旦發生,其對機場作業效率確實會造成不良影響,其將會因地面作業調度之困擾而產生額外的延誤(7%)。
An analytic structure for modelling flight delay, which takes not only the stochastic characteristic of flight delay but also the required flight minimum ground handling time into account, is proposed. This structure is applied to analyze the actual arrivals and departures of CKS airport during 1992.7-1993.7. Results suggest that arrival delay is stochastically distributed. However, if a flight arrives late, the insufficient ground time will inevitably become part of the departure delay. The relationship between short of gorund handling time and departure delay is strongly correlated (R²=0.84). Meanwhile, the outcomes also reveal that delay once occurs, it will negate the ariport operation efficiency. This will disturb the ground handling schedule and further generate an additional delay (7%).
