An analytic structure for modelling flight delay, which takes not only the stochastic characteristic of flight delay but also the required flight minimum ground handling time into account, is proposed. This structure is applied to analyze the actual arrivals and departures of CKS airport during 1992.7-1993.7. Results suggest that arrival delay is stochastically distributed. However, if a flight arrives late, the insufficient ground time will inevitably become part of the departure delay. The relationship between short of gorund handling time and departure delay is strongly correlated (R²=0.84). Meanwhile, the outcomes also reveal that delay once occurs, it will negate the ariport operation efficiency. This will disturb the ground handling schedule and further generate an additional delay (7%).
