In this study, we apply the performance assessment method of the casualty prevention for specific fire-prevention objects (which is widely used in Japan) to analyze the systematically collected reports from firegrounds by the investigation of many experts through the support of the Ministry of Interior's Building Research Institute during the past three years. Form the relationships between he items of fire-safety strategies and fire-development/the-behavior-of-people-in-fires, we may deduce the risk factors (which are considered to be safe in the first place) of causing the casualty. Through quantitative analyses, we can find out the major influential times of fire-safety strategies which may cause the problems. Based on this study, we can provide some improving suggestions to the governmental bodies for the future fire strategies.
