本文從「推廣機構立屬性」、「推廣機構執行手段」等基準，確立起對各推廣機構的 主體性與自主性。其次，更從推廣範圍、推廣對象、推廣內容、推廣過程、推廣方式，更明 確地劃分農漁會推廣系統與改良場推廣的職責。 最後再論述各推廣系統緣於其各自主體性、自主性之不同的推廣工作重點，嘗試建再一 個具有農民民意基礎的整合性農業推廣制度，並藉以明確在多元推廣系統中，農、漁會推廣 系統的定位。

　　　　　This paper trys to establish the autonomy and subjectivity in each system of extension institutions under the basis of "the establishing attributes" and "the executive means" of extension organizations. Furthermore, this paper trys to distinguish the difference of duties between the extension system of Farmer's/Fisherman's Association and the system of Agriculture Improvement station by examing "extension proceeding", and "extension style". At last, this paper discusses the different main tasks of every extension system from the viewpoint of autonomy and subjectivity, in order to build up an integrated agricultural extension constitution which can fully reflect farmer's/fisherman's opinions. The is will be conducive to confirming the identity of Farmer's/Fisherman's Association system in the plural agricultural extension systems.
