　　　　　一、美國政府宣稱亞太地區駐軍人數維持10萬人不變，這樣的戰略安排，似乎與柯林頓總統就任之初的態度大相逕庭。二、安全係數中之「變數」，必須具備「自變數」與「依變數」兩項。前者為因，後者為果，在國際關係的範疇中，係一科學性假設與檢驗的必然流程。三、北韓發展核武、中共挑起南海與臺海爭端、俄羅斯政體走向，都是亞太地區安全問題中的可變因素。四、美國運用駐軍亞太、擴大國際參與及建立區域機制的方式，將亞太地區國家規範於其所安排的戰略布局中，是否能奏效，美國本身的立場與態度即為決定因素。
