本文探討英國政府中政治與行政間的關係，由於環境變遷，文官與外界環境互動越加頻繁，文官在某些公共事務已為部長做成行政決定並負責，文官在政治中立上受到影響。而部長在部內人員升遷上，亦難政治中立。由於保守黨長期執政，高級文官與執政黨關係亦越密切，構成新的政治與公共行政的關係，將來如果執政黨改易，必對政治與公共行政關係構成新的挑戰。
