FSM (Fuzzy Structural Model) can be applied to solve complex problems of a system because it not only can effectively analyze the whole structure of complex system but a1so can explore the relationship between components within a system. This study first aims at briefly present at mathematical foundation and algorism of FSM then elícit the case of a 24-department administrative organization to analyze the subordinative relations between departments from the example. Field studies prove that FSM is useful to01 to detect t the organizational structure and working process with administration. 1t also can be applied to explore the structure of a multi complex social system.
