「國家圖書館遠距圖書服務系統」開發成功，顯示文獻傳遞及圖書文獻數位化的 密切關係。國家圖書館因受限於人力及經費，採用全（原）文影像掃描方式，儲存於光碟中 ，以光碟為新儲存媒體。此種數位化的資料庫連接索引目錄資料庫，藉網路可供查詢並將圖 書文獻傳輸至任何地方，對一般要利用網路來吸取知識的民眾而言，實為一個廿四小時開放 的圖書館。如此一來國家圖書館則提供了一個嶄新的圖書文獻典藏及利用的服務。
