From the Paris Peace Conference fo 1919 China endeavored to win for itself an equal place in the new Family of Nations. This assertion to put its relations with other states on the basis of equality and reciprocity partly reflected in its membership of the League of Nations and its participation in the Council. In the Peiking Government period, 1920-1928, China has been elected four times into the Council as an non-permanent member. In the first Assembly of the League of Nations, 1920, China won the seat and re-elected in the next two Assemblies. That was a great archivement of the Priyang diplomacy. The mian reasons of China's success wrer: international sympathy from the Paris Peace Conference, Wellington Koo's valuable ser­vice to the League at its infancy, and insisted on the principle of geographical representation with regard to the non-permanent seats, namely, at least one Asiastic country should occupy an non-permanent seat in the Council. But China's internal chaos tarnished its international reputation, from 1923 to 1925, China lost her seat in the Council. In 1926 German was admitted to the League and obtained a permanent seat in the Council, this triggerred a crisis for the League. Many countries threatened to withdrow if they could not receive permanent seat as well. China raised the same appeal and finally gained a non-permanent seat for two-year from 1926 to 1928.
