以往的運輸規劃通常以交通分區為對象，並以由上而下的規劃方式進行各項旅運 分析工作，欠缺對地區生活密切有關事項之探討與處理，致許多交通改善方案無法有效執行 。本研究將地區生活運輸定義為一個能滿足民眾居住、工作、休閒等生活基本活動需求的交 通運輸環境，由地區生活與發展之觀點，探討運輸系統應有之改善，使運輸系統之未來建設 能與地區居民生活及發展需要相接合。本研究內容包括地區生活運輸基本理念之闡釋，地區 生活運輸規劃程序之探討，地區生活運輸規劃基本目標與策略之擬定，及居民生活運輸民意 之調查程序，並以台北市中心區生活運輸進行案例分析。

　　　　　Because traditional transportation planning analyzed the urban travel demand for each traffic zone and paid less attention on local life activities, many improvement alternatives have thus not been effectively carried out. This paper first defines the local life transportation as a transportation environment which can satisfy the local people's needs on living, working and leisure activities, then compares the differences between traditional transportation planning and local life transportation planning, and formulates the goals and strategies and survey procedures. This paper concludes with the case study of local life transportation planning for Taipei City Center.
