     策略計畫已儼然成為公共管理中最受廣泛運用的組織規劃模式, 論述策略計畫與 策略管理的著作雖不勝枚舉,然多為規範式的介紹或執行過程的描述,對於策略計畫於公共 部門運用之成效的探討則付之闕如。 本文旨在提供一系統化的策略計畫之評估標準,並以美國佛羅里達州改正部為例,實證策略 計畫對公務組織管理的可能影響。經由針對該部全體高級主管的問卷調查,本研究結論指出 策略計畫對於佛羅里達州獄政部之管理確有正面積極之影響。
     Strategic planning has become the most prevalent form of planning in both the public and the private sectors across the world. While there is a large literature on strategic planning and strategic management, virtually no systematic empirical test on the effects of this management innovation has been done in the public sector. This study identifies the performance indicators of strategic planning through literature and document review, and applies them to evaluate the impacts of strategic planning on the management of the Florida Department of Corrections. All one hundred and forty-seven senior managers of the department were surveyed using a 42-item questionnaire. The survey instrument was composed of six major categories: (1) Involvement and Commitment (9 questions); (2) Planning and Change (5 questions); (3) Planning and Operations/Functions (8 questions); (4) External Environment (9 questions); (5) Planning Outcomes (8 questions); (6) Personal Information (3 questions). The results of this study show that strategic planning has produced positive effects on the management of the Florida Department of Corrections. Moreover, people who has been more involved in the strategic planning process were more committed to the new planning way as well as to the organizational strategies decided in the process.
