The ‘forum pages’ that most of the newspapers in Taiwan have are often considered asa “public space” that anyone can have his/her opinion expressed on. This article argued that these forum pages have never been a space for public. One's eligibility to participate in this kind of “public space” is determined by his/her ability to express oneself by writing,by his/her occupation, and by the policy of the newspaper etc. Realizing that there does not exist one space for all public, we need to reorient our understanding concerning public space. “Public space” is not “one” space but multiple spaces. Each of these spaces invites some people to join in and exclude others. A society needs to recognize this nature of public spaces in order to be a society of inclusiveness and of the public.
