　　　　　本文主要在討論社會治安維護機制的問題及各種機制可能產生的可能與作用，並兼論各種機制在運用時所面臨的限制。本文首先指出，可以用以維護社會治安之機制有三:自助行為、保全公司以及政府。保全公司與政府在運作上面臨許多問題，因此本文把重點置於自助行為上，特別是集體之自助行為。其次，本文分析集體自助行為，亦即社區守望相助之功能與作用。本文認為，無論從理論或實際觀察，社區守望相助都是不可免的。最後，即今社區守望相助十分重要，但仍有一些實際問題必須解決。比較明顯的問題包括:目標問題、組織之運作與維持問題、人員問題、以及外在環境問題等。
