Trade liberalization and regional economic organization have placed international economic society both in keen competition among countries and internal cooperation within the region. As globalization going on, each country has to develop its own industries on the principle of comparative advantage and searching for technical progress in order to increase the international competitiveness. Agriculture is the basic industry which supported the population of a nation. The current issue is how to adjust agricultural policy in orderto adapt to the increasing pressure for trade liberalization and competition. This paper discusses what policies might be best for future concerning to maintain farmers' benefits and to promote agricultural development. Also, we have discussed the Cross-Strait interaction in agricultural sector lies in WTO regulation of strategy analysis concerning the dynamies of cooperation and competition between the two sides.
