中共在本年五月突然大舉逮捕數十名臺商，引起各界高度的震驚和關切，而中共 何以如此﹖是否與其政權及其情報機構的特質有所相關﹖事實上，獨裁政權對情報事務與活 動的看法，以及在實際運作的表現上，均與一般民主國家有著極大的差異，其中不僅受到獨 裁政權統治心態的影響，兩者的關係也是極為特殊和密切的。因此，本文即擬分別從獨裁政 權的情報概念，及其情報機構的特性與所扮演的角色等方面，逐一探討獨裁政權中的情報問 題及相關的現象。

　　　　　The Intelligence organization in dictatorial political system has an unique position. The relationship between intelligence organization and dictatorship is very tight and distinctive. It's called "Secret Police", and is an important part of the regime. There can be no doubt that functions and roles of the secret police are sophisticated. It has been used to provide "solutions" to the problems of the government, to sealed the frontiers, built and operated the intelligence system of collection and analysis, tamed the citizens, subdued the army, and preserved the ruling oligarchy's authority. In return for these services, secret police has achieved prominence and primacy in some dictatorial regimes. However, it means the recognition of dictatorial power and how it is applied.
