It is the purpose of this article to propose a better methodology of giving listening examinations to students of English as a foreign language. The study analyzes the Shih Hsin University Language Center's Fall 1998 listening comprehension final examination. The process of composition to revisions to final examination form are studies and explained. It was the desire of the center to develop questions that would test students' levels of understanding and their ability to infer, as opposed to an exam based on simple recognition and paraphrasing questions. From analyzed statistical data this paper tries to establish the causes of students' mistakes and thieir areas of difficulty in learning English. The findings are that more standard vocabulary goals need to be established among instructors for each exam and the need to develop students' understanding of the cultural aspects of the English language. It is the hopes that this paper will be used as a guide to English teachers in developing more accurate listening examinations in measuring their students' proficiency.
