　　　　　初期反應是火災搶救過程中最重要的一環。處理良好的初期反應與攻擊不只能夠避免火災成災，並且在火災不幸擴大後，能夠有系統且順利的推動進一步的搶救作業，以減輕火災損失。因此，從事火災搶救時，初期反應的重要性不言可喻。不過，在消防人員執行火災搶救的過程中，卻往往遭受到許多因素的影響，導致初期反應作業的不順利，進而促使火災擴大。是以，對一個消防機關而言，為加強火災搶救初期反應的效果，促進火災搶救的成功率，了解初期反應的作業內涵並評估本單位在進行火災搶救初期反應的可能重要影響因素是有必要的。是以，本文的貢獻與用意在於透過文獻探討與專家訪談找出火災搶救初期攻擊與反應的作業內涵與關連因素，同時將初期反應中重要的執行作業加以區分出來，進而建構出一個簡單的評估方法，使得消防關可以評估在火災搶救的初期反應過程中，比較有問題的關連影響因素為何。因此，透過本文的努力，將可使消防機關對於火災搶救初期反應的作業執行，有更理想的效果。
