社會信息化的快速發展、知識經濟的興起、網路環境的構建以及用戶需求多樣化、
機構改革步伐加快、信息服務日益社會化等等社會大、小環境的巨變，促進了包括圖書館、
圖書館學、圖書館員在內的整個圖書館事業的變革與創新。圖書館應以公益性與產業性相結
合作為辦館方針，以多功能、網絡化、多載體、智能化重新構建圖書館結構模式;圖書館學
的基點應是急劇增長的、形式多樣的、日益個性化的信息新需求，其研究重點應是面向信息
新需求的網絡信息資源的組織與利用;圖書館員則應在加強網路培訓和信息素質教育的前提
下，著重發揮信息領航、信息組織、信息開發三大功能。

Tremendous changes of social circumstances, such as the rapid development
of society informatization, the rise of knowledge-based economy, the construction
of network surroundings and so on, have promoted the innovations of the whole
librarianship in which library organizations, library science, librarians have been
embodied. It is suggested that libraries reestablish their structural models, library
science emphasize the organization and utilization of network information resources
confronting the new information needs, meanwhile, librarians devote themselves to
information navigating, information processing, and information exploiting.
